Development opportunities increasingly require a clear understanding of planning and viability considerations from the outset. Alongside access, drainage, utilities and Section 106 obligations, factors such as biodiversity net gain requirements can have a significant impact on the cost, design and deliverability of a scheme. Planning policy plays a major role in determining what can be developed and where. Across our area, both East Riding of Yorkshire Council and City of York Council operate adopted Local Plans, which set out where growth is expected and the types of development that may be supported.
Sites specifically identified for development within these plans generally benefit from stronger policy support, while smaller “windfall” opportunities are considered on their individual merits and how well they fit within local planning policies. Outside established development boundaries, gaining consent can be more challenging, although opportunities may still exist for suitable schemes such as barn conversions, replacement dwellings and certain forms of rural housing.
